Analysis

US Treasury sanctioned A7, a Russia-linked shadow banking network used by Iran to evade sanctions, processing over 2,000 transactions a day with $91.5 billion daily volume equal to 13% of Russia's foreign trade while moving more than $17 billion globally since January 2025. The network connects to Nobitex, Iran's largest crypto exchange, and North Korean hackers laundering stolen crypto, all run by convicted fraudster Ilan Mironovich Shor as part of Operation Economic Outcast launched in August to isolate Iran economically and disrupt sanctions evasion crypto networks.
