HKMA and AMCM Launch Direct Linkage Between Hong Kong and Macao Bond Markets

The Hong Kong Monetary Authority (HKMA) and the Monetary Authority of Macao (AMCM) have officially launched a direct linkage between the Central Moneymarkets Unit (CMU) of Hong Kong and the Central Securities Depository System of Macao. This strategic move is designed to bolster the development of bond markets in both regions, according to the announcement by the HKMA.

Strengthening Financial Ties

The linkage, which was first proposed in a joint announcement on September 16, 2024, has now come to fruition. This connection between the bond market infrastructures of Hong Kong and Macao is expected to provide a seamless cross-border investment and financing channel. Investors from both regions can now more easily and efficiently participate in each other's bond markets. This development marks a significant milestone in financial cooperation, leveraging the strengths of Hong Kong and Macao while demonstrating the synergistic growth within the Guangdong-Hong Kong-Macao Greater Bay Area.

Statements from Key Officials

Eddie Yue, Chief Executive of the HKMA, emphasized the importance of this development in enhancing Hong Kong's standing as an international financial center. He noted that the HKMA has been working on establishing connectivity with various neighboring financial markets, with the new linkage representing a major step in developing the CMU into an international Central Securities Depository (CSD) in Asia.

Benjamin Chan, Chairman of the AMCM, highlighted the significance of the linkage as the first connectivity of Macao’s bond market infrastructure with a CSD located outside Macao. He stated that this would provide international investors, including those from Portuguese-speaking countries, with a convenient channel to engage with the bond markets of Macao and Hong Kong. Chan also mentioned AMCM's ongoing efforts to expand connectivity with Mainland and international markets to support Macao's economic diversification.

The initiative is expected to enhance the financial services platform that Macao offers, particularly in serving China and Portuguese-speaking countries. This development is part of a broader strategy to establish Macao as a vital financial hub in the region.
