Hong Kong's Deposit Protection Scheme Marks 20 Years of Banking Stability

Hong Kong's Deposit Protection Scheme celebrates 20 years of bolstering banking confidence, with HK$3.6 trillion in protected deposits.
Hong Kong’s Deposit Protection Scheme (DPS) is celebrating 20 years of operation on September 25, 2026, marking two decades of bolstering confidence in the banking sector. Established in the aftermath of the Asian Financial Crisis, the DPS has evolved into a critical safeguard for depositors, now covering a staggering HK$3.6 trillion in deposits as of 2025, according to the Hong Kong Deposit Protection Board (the Board).
Launched in 2006 with an initial deposit protection limit of HK$100,000, the scheme has progressively expanded to keep pace with inflation and financial market developments. The most recent enhancement, implemented in October 2024, increased the protection limit to HK$800,000 per depositor per bank, exceeding cumulative inflation during the same period. This ensures that 92.5% of depositors in Hong Kong are fully protected, aligning with global benchmarks for financial stability.
Operational efficiency has also seen significant improvements. Since 2016, the DPS has adopted a gross payout approach, reducing the time required for compensation from 42 days to just seven. The integration of electronic payment systems, including Hong Kong’s Faster Payment System, further cuts payout times by one to two days compared to traditional cheque-based processes.
Public trust in the DPS has reached record levels, with awareness growing from 67.2% in 2006 to nearly 80% today, and confidence hitting 86.7% in 2025. The Board has emphasized public education and transparency, recently launching a revamped website and community outreach initiatives in tandem with the 20th anniversary celebrations.
Ms. Connie Lau, Chairman of the Hong Kong Deposit Protection Board, reflected on the scheme’s achievements, stating, “As the guardian of deposits, the Board has worked earnestly over the past two decades to ensure that depositors can save with confidence.” Mr. Donald Chen, Chief Executive Officer of the Board, added, “Having an effective and efficient DPS is key to maintaining public confidence in the banking system.”
The DPS was born out of reforms following the Asian Financial Crisis. After a 2000 study commissioned by the Hong Kong Monetary Authority, legislation was passed in 2004, and the scheme officially launched two years later. It underwent its first major overhaul in 2010, raising the protection limit to HK$500,000 and expanding coverage to secured deposits. Further enhancements in 2024 and 2025 cemented its role as a cornerstone of Hong Kong’s financial stability framework.
As Hong Kong continues to adapt to evolving financial landscapes, the DPS stands as a robust mechanism for protecting depositors and fostering trust in the banking system. With HK$3.6 trillion in protected deposits and a proven track record of efficiency, the scheme highlights the importance of transparent, responsive regulation in maintaining economic stability.
