The Hong Kong Monetary Authority (HKMA) has announced the launch of the Digital Bond Grant Scheme (DBGS) as part of its ongoing efforts to advance the digital securities market. This initiative, unveiled on November 28, 2024, is aligned with the 2024 Policy Address, aiming to encourage the broader adoption of tokenisation technology within capital market transactions.

Encouraging Digital Securities

The DBGS is designed to promote the issuance of digital bonds by providing financial incentives. According to the HKMA, a maximum grant of HK$2.5 million will be available for each eligible digital bond issuance in Hong Kong, subject to meeting the scheme's eligibility requirements. This move is expected to stimulate the development and growth of the digital securities market in the region.

Application and Implementation

The HKMA has detailed the DBGS's framework in the Guideline on the Digital Bond Grant Scheme. The scheme is set to begin accepting applications immediately and will run for an initial period of three years. Feedback from industry consultations has been incorporated into the guidelines, ensuring the scheme meets the market's needs.

Eddie Yue, Chief Executive of the HKMA, highlighted the strategic importance of the scheme in an article titled "Project Evergreen: From concept to application". This initiative is part of a broader strategy to integrate innovative financial technologies within Hong Kong's financial markets, positioning the city as a leader in digital finance.
